Improvise doesn't change a spell's mana cost or mana value

If one or more +1/+1 counters would be put on a creature you control, that many plus one +1/+1 counters are put on it instead

While the deck has a tight mana curve, there's enough ramp to make sure Cloud can keep coming back and that you can keep reequipping him in order to keep the pressure on
