3 - Team Rocket's Mewtwo ex (Scarlet/Violet: Destined Rivals) This card isn't strong, competitively speaking, but it is highly valuable because of a few things: it is nostalgic, since it's from Kanto, it references Team Rocket and Giovanni directly, it was highly featured in the first Pokmon movie, and also fits the Destined Rivals theme, as this set explores Trainer Partners
If it weren't so expensive, it would be in most Commander decks as well (assuming you're in a bracket that allows game changers)
House and Preston will let you customize the deck with non-Fallout cards most freely, in either dice-rolling or enchantress, but otherwise The Master, Transcendent is probably the most splashable in general for Sultai decks
